Tank less water heater already meets the new (EF) standards so there is no problem here.

What this means for homeowners is that they may face higher equipment and installation costs when replacing a water heater that will meet the new standards. How much more will depend on the type and size water heater that meets their needs and the new standards. Under the new guidelines the water heater may require more insulation to the water heater and the pipes and fittings.

It appears that there is little impact on most commercial businesses except for small office buildings and apartment complexes. Some smaller businesses, with low hot water demand, may elect to use smaller water heaters, but can still choose between residential and commercial water heaters.
